Before you comment that this doesn't work for you: make sure you have solid water, so not flowing and you are using soul sand, not soul soil.

Great explanation. I was looking to create an elevator from 'ground level' (Y-69) down to close to bedrock (Y-7). I considered the 'kelp trick' but couldn't think of a way to make this work beyond 28 blocks so.... I added each level bucket by bucket. Tedious to say the least but it worked. It was also deeply satisfying to chuck the last bucket in and see the bubbles rising all the way to the top (or forming and then falling, depending on which side you finish last.)
