When Mrs. Puff got her tree she said "Finally someone to talk about that Kelp city thing" or something like that and then all of the owners ditch the trees and when Mrs. Puff does the tree goes a phone and calls the police saying "Hello, police? I think I got a lead on that Kelp city incident." So I think there is something else going on about it.

To anyone who says his theories are overboard, I want to point out that the writers of TV shows do usually write out complete character backstories before having them interact in the episodes. It’s possible that, in this case, Mrs. Puff’s backstory was already written out, and they incorporate it into the episodes, while still having the main focus on the plot.
