I always sheath my weapon due to Oblivions disposition mechanic. Basically if you had your weapon out, everyone would slightly hate you more if you talk to them. So in Skyrim I never got this dialog, so I didnt knew it existed.

This happened to me once right after a dragon attack. The guard came up and asked me about the dead body that he had just seen the dragon kill.

Happened to me in Windhelm a couple of times, three dawnguard agents thought it was a good idea to attack me in the market area and were publicly destroyed in self-defense. Funny thing is the guards saw the entire thing and still prompted this dialogue.

This happened to me after killing Calixto shortly after the Blood on the Ice quest concluded. I hadn't left the cell yet so the body was still there. I went off to go loot Calixto's place, realized I forgot to grab the key off his body, went back to the stone quarter and this conversation with a guard ensued. I was like...well yes I did kill him, you were right there when I did so and saved Arivanya's life. But y'know, sure, go ahead and accuse me of murder.

i feel like this could be interpreted as the guard realizing "this guy definitely kills way too many people for me to handle."

I can't get over the time I did a quest for some woman and earned some gemstones- only to be attacked by a dragon just outside as I was leaving, who killed her in the fight.

My favorite thing about the guards is if they actually catch you committing a crime and you use the Thane defense, they don't say 'okay, just don't do it again', they say 'alright, be more careful'- as in, you can do it, just don't get caught.

When I found out about this I was like “Man! That’s so cool, I wonder how many more things I missed in this game,” and then it turned out to be the last thing I found out about the game :’)
