@mtrekdata42 I think megalomania is the best description for him. He may think he means things, but he always sought power to be greater than what he was... if he could find this power from forgiveness he would, or from hostility, he would. He took almost everyone's side at some point, and betrayed them, right up until the end. Evil? yes, but insofar as our actions make us that way. Not understanding evil is not personal evil, but to us the observer.

the last 2 seasons may not have been my favourites, but I think that the events and Dukat's behaviour at the end increases the tragic of the figure. in the final episode, when he fought with Sisko, he seemed totally mad and desperate and full of pain and anger.
