I feel what the emperor could’ve done is gather the remaining thunder warrior and have them gather in a celebration of the unification wars and show them the newly made Astartes. Declaring something along the lines of “this is only the beginning for mankind’s future” and end it with “will you join me one more time on a crusade to reclaim the stars?” That way it seems more respectable and honorable from the emperor to gather them one last time.
