Out of realism, this would not happen because it is completely in Italy, so it would have no navy. It’s also a very small country with barely any people. If the Vatican wanted to start its empire, it would need some sort of donation but that would probably not happen because Vatican City is not in the EU or NATO. it could not go to war with Italy unless it probably faced NATO.
